What traffic?

I was having a look at the Dublin City Council's traffic cameras to see if I should maybe thing about getting the bus instead of the over-priced train and I came across the above - I've no idea what this is supposed to be telling us but thought it was pretty cool in the middle of all the smelly traffic jamb pics.
